Menefee was considered an eccentric Southern gentleman from a prominent Kentucky family. After fighting in the Spanish-American War he settled in Naples, Florida.

In 1925, Naples was incorporated as a city, and years, was selected as the choice for mayor. He was unwilling to take on the responsibilities but was willing to be sworn in for 15 minutes. Menefee, by that time a resident of 20 years, was selected as the choice for mayor. He was unwilling to take on the responsibilities but was willing to be sworn in for 15 minutes.

On his resignation (closely following his acceptance speech), Judge EG Wilkerson took over and served for several years.

The Chester fair was relaunched last year by Sue Ede of Cooper Events, who took it over from Penman Antiques Fairs.

It continues to run over three floors of the County Grandstand building at Chester Racecourse and hosts 50 exhibitors from February 7-9.

Joining the event are John Newton Antiques and Carnes Fine Art, while returning exhibitors include Solo Antiques and Melody Antiques.
