Titled America and valued at nearly £5m, it was stolen from Blenheim Palace in Oxfordshire on September 14.
Despite the arrests, the artwork is still missing.
The palace’s insurance company Fine Art Specie Adjusters (FASA) has offered up to £100,000 as a reward for information that leads to the return of the piece (see Stolen advert in ATG No 2412).
