However, I fear this is not being adhered to by all auction houses, and that some buyers are paying ARR unnecessarily. It also applies only to single items yet I have seen it being charged on multiple item lots that make over the €1000.
And, of course, the law which came into force stated that the seller was the liable party for the ARR. This somehow ended up being quietly transferred to the buyer and was never challenged.
