The ruling comes after the council introduced a new notice in January 1999 to reflect recent changes in legislation.
Under section 11 of the Hallmarking Act 1975, a person who sells or offers to sell articles made of gold, silver or platinum must exhibit the notice in the form prescribed by the council.
